I should point out that there are people who get muted unfairly, and are a different situation. My argument is against people who deliberately cause chaos in the community to RuneScape Gold disrupt the peace and break up friendships.

What should we do? Do we continue as before, allow people to remain the way that they were prior to the mutes? Become more strict and harsh? or reduce the severity of punishment. I don't know, I believe that the muting system will not work for two reasons they create more anger than they do good and also because quickchat has destroyed the point of muting.

The most effective solution is to eliminate quickchat. But many people will be still furious. Take out the players. However, that means removing the people who are members of the community as well as those who help grow the game. It's the attitude of the perpetrator that needs to be dealt with. Since I am an unpaid player and played before restrictions on trade, it was obvious to me how many botters there were. Since trade restrictions are imposed, logic would dictate that macroing is now from the private Gold Farmers' to the public "Players" sector. The Gold Farmers would have pretty all moved on.

I was able observe a macroing program at the house of a friend, and have witnessed macros woodcutting during my old mains rising to 99 woodcutting before the trade update. JaGeX introduced trade restrictions to prevent botters. The restrictions did not work. It has only changed the way that private 'Gold Farmers,' make money. The current method is to sell botting programs and pass the profits on to OSRS Gold For Sale the Players. (although there ARE free ones)
